Department of Toxic Substances Control must review its acute toxicity criteria and guidelines for identifying hazardous wastes within 5 years of receiving a legislative appropriation.

Department shall evaluate whether alternative test methods exist that avoid using live vertebrate fish while meeting hazardous waste control law requirements.

If alternative test methods are identified, the department must update regulations to authorize them as optional test methods for identifying hazardous and extremely hazardous wastes.

Department shall use existing data, methods, and materials when available to fulfill the review requirements.

Any unused appropriated funds revert to the originating fund upon completion of the review process.
