Requires the State Air Resources Board to certify by July 1, 2020 that vehicles subject to greenhouse gas emission regulations (Sections 1962, 1962.1, and 1962.2 of Title 13, California Code of Regulations) are free of materials acquired using child labor.

Mandates the state board adopt certifications at a public meeting and post them on its internet website.

Prohibits the State Air Resources Board from enforcing the specified emission regulations until the required child labor certifications have been adopted.

Allows the state board to delay implementation if it determines compliance would violate the current state implementation plan required under the federal Clean Air Act, pending submission of an amended plan to the U.S. Environmental Protection Agency.
