Extends Medi-Cal coverage for asynchronous store and forward telehealth services to all health care services, eliminating the previous limitation to teleophthalmology, teledermatology, and teledentistry.

Requires health care service plans and health insurers to reimburse telehealth services on the same basis and extent as in-person services for contracts issued, amended, or renewed on or after January 1, 2021.

Allows health care service plans and health insurers to impose copayments or coinsurance for telehealth services, but not to exceed the amount charged for equivalent in-person services.

Requires telehealth services to be subject to the same deductibles and annual or lifetime dollar maximums as equivalent non-telehealth services.

Prohibits health care service plans and insurers from requiring in-person contact or limiting service settings as conditions of payment for appropriately delivered telehealth services.
