Requires cities and counties to review and update their safety elements in general plans to identify evacuation routes and assess their capacity, safety, and viability under various emergency scenarios upon the next revision of a local hazard mitigation plan on or after January 1, 2022 (or by January 1, 2022 if no hazard mitigation plan has been adopted).

Allows jurisdictions that have adopted a local hazard mitigation plan, emergency operations plan, or other document with similar goals to satisfy this requirement by summarizing and incorporating that document into the safety element by reference.

Mandates that planning agencies review and revise the safety element upon each revision of the housing element or local hazard mitigation plan, but no less frequently than every eight years, to identify new flood, fire, and climate adaptation information.

Specifies that no state reimbursement is required because local agencies have the authority to levy service charges, fees, or assessments to fund the program.
