Ratifies an amendment to the tribal-state gaming compact between California and the Cabazon Band of Mission Indians, executed on August 21, 2019, under the federal Indian Gaming Regulatory Act of 1988.

Exempts from California Environmental Quality Act (CEQA) review the execution of the compact amendment, the amended compact itself, and intergovernmental agreements between the tribe and local or state transportation agencies negotiated under the compact's authority.

Exempts from CEQA review the on-reservation impacts of compliance with the amended tribal-state gaming compact terms, in deference to tribal sovereignty.

Specifies that the exemptions do not relieve cities, counties, or the Department of Transportation from other CEQA requirements outside the scope of the compact amendment.

Takes effect immediately as an urgency statute to support the economic development and self-sufficiency of the Cabazon Band of Mission Indians.
