Defer principal apportionments from June to July starting in 2019–20 fiscal year, with June 2020 payments required by July 15, 2020.

Appropriate $406,664,000 from General Fund to State School Fund for 2019–20 fiscal year for school districts and charter schools under local control funding formula.

Defer $330,128,000 in community college district payments from May-June 2019–20 to July 2020–21 fiscal year and appropriate corresponding funds in 2020–21 budget.

Extend encumbrance period for prior adult education and special education appropriations to July 31, 2020.

Amend Budget Act of 2019 Item 6870-101-0001 to increase appropriations for Board of Governors of the California Community Colleges with detailed allocation schedules for various educational programs and services.
