Requires local health officers to conspicuously post health warnings at public access points where contaminated fish or shellfish may be caught upon issuance of a site-specific fish or shellfish health advisory by the Office of Environmental Health Hazard Assessment.

Mandates local health officers post warnings within 180 days of receiving grant funding from the State Water Resources Control Board, or within 180 days of the funding request deadline if no grant is requested.

Requires the Office of Environmental Health Hazard Assessment to make digital posters of health warnings available on its website in English, Spanish, and other commonly understood languages in fishing areas.

Authorizes the State Water Resources Control Board to award grants to local agencies or nonprofit organizations to fund the posting of required health warnings, with up to 5 percent of appropriated funds available for administrative costs.

Requires the State Water Resources Control Board to submit a report to the Legislature by December 31, 2022, on whether appropriated funds are sufficient and identifying posted advisories, funded local agencies, and unposted advisory locations.
