Requires beverage manufacturers to use minimum postconsumer recycled plastic in beverage containers sold in California on a tiered schedule: 10% by 2021-2024, 25% by 2025-2029, and 50% by 2030 and thereafter.

Establishes civil penalties ranging from $0.05 to $0.30 per pound for manufacturers failing to meet recycled content requirements, with penalties deposited into a new Recycling Enhancement Penalty Account for plastic recycling infrastructure.

Requires beverage manufacturers, plastic material reclaimers, and postconsumer recycled plastic manufacturers to submit annual reports under penalty of perjury detailing plastic content and recycled material collection and processing.

Exempts medical devices, sterile medical products, and prescription medicine packaging from plastic labeling requirements.

Prohibits local jurisdictions from adopting their own recycled plastic content ordinances and directs the department to study polyethylene terephthalate and high-density polyethylene markets by May 1, 2025.
