Establishes tiered minimum postconsumer recycled plastic content requirements for plastic beverage containers: 15% by 2022-2024, 25% by 2025-2029, and 50% by January 1, 2030.

Creates annual administrative penalties of $0.20 per pound of plastic shortfall for beverage manufacturers failing to meet recycled content requirements, with penalties deposited into a new Recycling Enhancement Penalty Account for plastic recycling infrastructure.

Requires beverage manufacturers, plastic material reclaimers, and postconsumer recycled plastic manufacturers to annually report plastic usage and recycled content data to the Department of Resources Recycling and Recovery beginning March 1, 2024.

Prohibits cities, counties, and local governments from adopting ordinances regulating minimum recycled plastic content for beverage containers, establishing state-level preemption.

Exempts medical devices, sterile medical products, prescription medicine, and their packaging from plastic container recycled content and labeling requirements.
