Requires the Department of Motor Vehicles to establish a procedure allowing people to obtain duplicate driver's licenses or identification cards without appearing in person at a DMV office.

Prohibits the department from issuing a duplicate if there has been a material change in any personally identifiable information on the original card since its prior issuance.

Defines "duplicate driver's license or identification card" as a card with identical personally identifiable information and expiration date as the original, issued when the original is lost, destroyed, or mutilated.

Applies to both driver's licenses and identification cards issued by the Department of Motor Vehicles.
