Establishes the Health Care Payments Data Program to collect and analyze health care cost, utilization, quality, and equity data from health plans, insurers, state agencies, and other mandatory and voluntary submitters, with implementation by July 1, 2023.

Creates data governance structures including an advisory committee and data release committee to oversee data collection, access, and release while protecting patient privacy through confidentiality protections and controlled access to nonpublic data.

Authorizes the Department of Health Care Services to implement federal Medicaid waivers during the COVID-19 emergency period, extend medical assistance to uninsured individuals, and adjust Medi-Cal managed care capitation rates to account for pandemic impacts.

Expands HIV prevention services by allowing up to 30 days of PrEP and PEP medication coverage without eligibility restrictions, modifies Medi-Cal drug limits and copayments, and establishes supplemental payment programs for nonhospital 340B community clinics and medically tailored meals.

Suspends value-based payment programs and Proposition 56 supplemental payments for specified service categories effective July 1, 2021, unless General Fund revenues exceed expenditures by specified amounts in the 2021-22 and 2022-23 fiscal years.
