Extends priority enrollment systems at California State University, community colleges, and University of California campuses to include former homeless youth in addition to homeless youth, with no expiration date (previously set to expire January 1, 2020).

Requires postsecondary institutions to designate a Homeless and Foster Student Liaison to serve homeless youth, former homeless youth, and current/former foster youth, and inform them of available financial aid and services.

Adds former homeless youth to students eligible for support through the Community College Student Financial Aid Outreach Program and the Student Opportunity and Access Program.

Makes former homeless youth eligible for community college enrollment fee waivers (currently $46 per unit per semester) if they meet minimum academic and progress standards.

Defines former homeless youth as students under 25 years of age verified as homeless within the 24 months before application through specified providers or liaisons.
