Requires all new motor vehicles (except motorcycles) manufactured on or after January 1, 2021, and first registered or sold in California on or after January 1, 2021, to be equipped with automatic daytime running headlamps and automatic taillamps.

Applies to vehicles equipped with windshield wipers, which the bill specifies must have headlamps and taillamps that automatically activate during operation.

Cites Federal Highway Administration data showing approximately 21 percent of the 5.89 million annual vehicle crashes are weather-related, causing nearly 5,000 fatalities and over 418,000 nonfatal injuries.

Creates a state-mandated local program but specifies no state reimbursement is required since the costs are incurred only from creating a new infraction as defined in Government Code Section 17556.
