The bill originally proposed creating an independent Office of the Developmental Services Inspector General appointed by the Governor for a 6-year term, subject to Senate confirmation, to oversee the State Department of Developmental Services and regional centers for compliance with federal and state laws (provisions struck in amendment).

As amended, requires the California Health and Human Services Agency to convene a working group by July 1, 2020 to examine oversight and accountability of the developmental services system, including existing oversight structures, gaps in oversight, and utilization rates of mediation and appeals processes.

The working group must include consumers, consumer representatives, and representatives from the State Department of Developmental Services, regional centers, the protection and advocacy agency, State Council on Developmental Disabilities, California State Auditor's Office, and State Controller's Office.

Requires the State Department of Developmental Services to submit findings and policy recommendations from the working group's examination to the Legislature by January 1, 2021.
