Requires the Department of Resources Recycling and Recovery to consider whether a jurisdiction has implemented a dual stream recycling program when determining if that jurisdiction made a good faith effort to implement its source reduction and recycling element or household hazardous waste element.

Defines "dual stream recycling program" as a program where fiber materials must be separated from containers or glass, including split cart collection, separate collection containers, or alternating collection weeks.

Clarifies that implementing a dual stream recycling program is incentivized but not required, and CalRecycle cannot withhold a good faith effort determination solely based on lack of a dual stream program.

Prohibits CalRecycle from bringing enforcement actions against local governments that do not implement dual stream recycling programs.

Establishes that the bill addresses contamination issues in single stream recycling caused by China's National Sword policy, which restricted imports of contaminated recyclable materials beginning in February 2017.
