Creates the California Port Efficiency Program to nominate projects that improve velocity, throughput, and reliability of port operations.

Requires the California Transportation Commission to allocate not less than 10% of the 40% of funds designated for Department of Transportation-nominated projects to projects nominated under the California Port Efficiency Program.

Limits eligible applicants for project proposals to regional transportation agencies and port authorities.

Eligible projects include deployment of digital industrial infrastructure for supply chain data exchange and projects to reduce truck visit times such as appointment systems and truck parking facilities.

Projects nominated must comply with existing Trade Corridor Enhancement Account requirements and be consistent with the state freight plan and applicable port master plans.
