• Regional centers must contract for mobile crisis services to assist consumers in remaining in, or returning to, the community.

• Adds a new service coordinator-to-consumer ratio of 1 to 25 for consumers with complex needs, including those receiving mobile crisis services, in crisis homes, in locked psychiatric settings, or in institutions for mental disease.

• The 1 to 25 ratio for complex needs consumers is limited to 12 months after services end or placement changes, with one possible extension not to exceed 6 months, unless a new comprehensive assessment justifies continued eligibility.

• Regional centers must post their memorandum of understanding with county mental health agencies on their internet website.

• Defines "consumer with complex needs" to include those receiving mobile crisis services, crisis assessment stabilization team services, or in various restrictive placements or criminal justice situations.
