Renames the San Mateo County Flood Control District to the San Mateo County Flood and Sea Level Rise Resiliency District and adds sea level rise protection to the district's powers, including addressing tidal flooding, coastal erosion, and combined tidal and riverine flooding impacts.

Establishes a new board of directors consisting of seven members appointed by the City/County Association of Governments and Board of Supervisors, effective January 1, 2020, replacing the Board of Supervisors as the governing board.

Allows the district to revert to Board of Supervisors governance only if resolutions from both the City/County Association of Governments and Board of Supervisors are approved and posted on the district's website.

Authorizes the district to levy taxes, assessments, and property-related fees and charges in compliance with the California Constitution, with a maximum rate of $0.40 per $100 of assessed valuation in any zone or subzone.

Clarifies that the act does not supersede or alter the California Coastal Act of 1976 and provides that state-mandated costs will be reimbursed pursuant to applicable law.
