Requires businesses generating 4+ cubic yards of commercial solid waste or 8+ cubic yards of organic waste per week to provide customers with visible, easily accessible recycling bins by July 1, 2020.

Recycling bins must be adjacent to trash containers (except in restrooms), clearly marked with educational signage about appropriate materials, following state law and local ordinances.

Exempts full-service restaurants from customer-facing bin requirements if they instead provide employees with recycling bins and implement an internal organic waste collection program by July 1, 2020.

Requires the Department of Resources Recycling and Recovery to develop model signage by July 1, 2020 that businesses may use to mark their recycling bins.

Applies to any business that provides customer access, including commercial entities, nonprofits, and multifamily residential dwellings of five or more units.
