• Allocates $300 million from the National Mortgage Special Deposit Fund to the California Housing Finance Agency for housing counseling and mortgage assistance to qualified households, and $31 million to legal services projects for eviction defense.

• Establishes a second round of funding ($300 million) for the Homeless Housing, Assistance, and Prevention Program to be administered by the Homeless Coordinating and Financing Council, with requirements for data reporting and Housing First compliance.
