Excludes waived late fees and penalty assessments from being counted toward the $300 threshold for determining eligibility for indigent parking penalty payment plans under Vehicle Code Section 40220.

Allows indigent persons to pay unpaid parking penalties in monthly installments of no more than $25 for total amounts due of $300 or less, with waived late fees and penalties not counted in that $300 calculation.

Applies the same exclusion of waived late fees and penalty assessments from the $300 threshold calculation to parking penalties issued before July 1, 2018, under Vehicle Code Section 40220.5.

Takes effect immediately as an urgency statute to allow indigent individuals with current parking violations to enroll in affordable payment plans without delay.
