Requires the State Water Resources Control Board to establish a Freshwater and Estuarine Harmful Algal Bloom Program to protect water quality and public health from harmful algal blooms

Tasks the state board with coordinating incident response, conducting field assessments and ambient monitoring at multiple scales, prioritizing affected regions, conducting research, and providing public outreach and education

Requires the state board to post a report on its website by July 1, 2021 detailing harmful algal bloom incidents and responses over the previous three years, actions taken, and recommendations for additional preventative actions

Authorizes the state board to enter into emergency contracts up to $100,000 per fiscal year to procure goods and services for incident response without competitive bidding requirements if harmful algal blooms are determined to be an emergency
