Extends the deadline for the Mossdale Tract to achieve urban level of flood protection from 2025 to 2028, as defined by Reclamation District No. 17 and contiguous urbanizing areas east of the tract subject to San Joaquin River flooding.

Allows the San Joaquin Area Flood Control Agency to be required to contribute its fair and reasonable share of property damage caused by floods if cities or counties unreasonably approve new development in the Mossdale Tract between 2025 and 2028.

Applies the 2028 deadline extension specifically to the Mossdale Tract while maintaining the 2025 deadline for other urban and urbanizing areas protected by project levees in the Sacramento-San Joaquin Valley.

Cites unique circumstances including climate change impacts on the San Joaquin River and delays in federal basin studies as justification for the special statute applicable only to the Mossdale Tract.
