Authorizes the Department of Alcoholic Beverage Control to issue a special on-sale general license for a facility partially located in Placer County, California and partially in Washoe County, Nevada, consisting of at least a restaurant, casino, conference center, and hotel on 3-7 acres in California and at least 8 acres in Nevada.

Designates sales of alcoholic beverages at the licensed facility as sales occurring in Nevada, exempting the licensee from purchasing alcoholic beverages from California licensees and from certain record-keeping and operational restrictions.

Permits adults to import incidental amounts of alcoholic beverages from hotels jointly located in California and Nevada for personal use, without requiring a license.

Exempts the special license from the cap on on-sale general licenses and charges the same fees as standard on-sale general licenses, with revenues deposited in the Alcohol Beverage Control Fund.

Declares that no state reimbursement to local agencies is required because the bill only changes the definition of existing crimes under existing law.
