Repeals additional loan assumption benefits based on Academic Performance Index (API) rankings and replaces them with benefits for teachers of mathematics, science, special education, bilingual education, or career technical education in school districts needing differentiated assistance.

Allows a school year to be counted as completed even if a teacher cannot finish it, if they complete at least half the year, fulfill contractual requirements, lose employment due to district finances, have FMLA-covered conditions, or are called to active military duty.

Requires the Student Aid Commission to award 7,200 new warrants for loan assumptions in the 2020–21 fiscal year, contingent upon legislative appropriation.

Expresses legislative intent to restore funding for the Assumption Program of Loans for Education to 2011–12 fiscal year levels.

Maintains a $5,000,000 annual expenditure cap for additional loan assumption benefits under the program.
