Amends peace officer minimum standards to require evaluation for bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation as part of the emotional and mental condition assessment.

Requires the Commission on Peace Officer Standards and Training to study, review, and update regulations and screening materials by January 1, 2022 to identify explicit and implicit bias related to protected categories.

Mandates all police departments, sheriff's offices, and entities employing peace officers to review and revise job descriptions to emphasize community-based policing and collaborative problem-solving while de-emphasizing paramilitary aspects.

Provides that if the Commission on State Mandates determines this bill imposes state-mandated costs, reimbursement to local agencies and school districts shall be made according to existing statutory procedures.
