Establishes the California Social Worker Student Loan Repayment Program within the Office of Statewide Health Planning and Development to provide loan repayment awards to eligible social workers.

Eligible applicants must have a bachelor's or master's degree in social work, have received student loans for that degree, and be in their 3rd consecutive year of employment as a child welfare social worker with the state or county.

Provides a loan repayment award equal to 50% of the remaining student loan balance at the end of the applicant's 3rd year of employment.

Excludes loan repayment awards received under the program from gross income for California personal income tax purposes, effective for taxable years beginning January 1, 2020.

Program becomes operative only upon receipt of appropriate funding through legislative appropriation or other sources, with a 5-year window for accepting new applications after the first appropriation.
