Requires the State Department of Social Services to convene a stakeholder group by January 1, 2021, in consultation with the Judicial Council.

Stakeholder group must include county counsel, nonprofit organizations of current or former foster youth, dependency counsel representatives, and other designated stakeholders.

Group must provide recommendations by January 1, 2022, related to juvenile dependency proceedings aimed at improving child and family outcomes and enhancing collaboration between courts and child welfare services.

Applies to cases where children are found to be within juvenile court dependency jurisdiction under Section 300 of the Welfare and Institutions Code.
