Shortens the time period for social workers to file a dependency petition in juvenile court from 3 weeks to 10 business days when the child is a homeless youth, former dependent or ward of the court, or has received informal probation or child welfare services.

Requires juvenile courts to review applications challenging a social worker's decision not to file a petition and issue a decision within 14 days of the application.

Defines "homeless youth" by reference to the federal definition of "homeless children and youths" in 42 U.S.C. Section 11434a(2).

Exempts the state from providing reimbursement to local agencies for costs incurred under this act to the extent they are covered by 2011 Realignment Legislation funding.
