Requires the California Health and Human Services Agency to collaborate with the Chancellor of the California Community Colleges, Department of Corrections and Rehabilitation, Governor's Office of Business and Economic Development, Labor and Workforce Development Agency, and State Department of Education to examine feasibility and barriers to creating a standardized single application form for public assistance programs and supportive services.

Directs the involved governmental entities to develop memoranda of understanding and policies to address any identified barriers to streamlining the application process.

Mandates implementation of a standardized single, accessible application form for public assistance programs and supportive services across the collaborating agencies.
