Establishes the COVID-19 Support Services and Resiliency for Children Program to provide grants up to $500,000 each to qualifying schools, local educational agencies, and consortia for support services related to COVID-19 impacts on pupils and families.

Requires participating entities to match grant funds at a 1:2 ratio (one dollar for each two dollars awarded) and prioritize services for low-income pupils, homeless children, foster youth, and justice-involved youth.

Mandates creation of the Children's Coordinated Services Emergency Response Team with representatives from the State Department of Education, Department of Health Care Services, Department of Social Services, and other agencies to develop policy and recommend grant awards.

Specifies covered support services including COVID-19 testing, mental health care via telehealth, trauma-informed care, academic support, nutrition services, broadband assistance, and Medi-Cal enrollment assistance.

Implementation is contingent upon appropriation of funds through the annual Budget Act, other statutes, or federal sources; limits state administration to 10 percent of total funding with up to 75 percent of administrative funds directed to technical assistance.
