Amends Chapter 5.1 of the Public Resources Code to rename it "Solar, Photovoltaic, and Battery Systems" to include battery storage systems.

Authorizes the Energy Commission, in consultation with the Public Utilities Commission, electrical corporations, and local utilities, to establish minimum requirements and develop rating standards for solar energy systems that are not receiving ratepayer-funded incentives and are interconnected to the electrical distribution system.

Authorizes the Energy Commission to establish minimum requirements and rating standards for battery storage units or systems used to store energy from solar systems, and allows manufacturers to request determination that their units meet those standards.

Requires the Energy Commission to maintain and publicly post on its website a list of battery storage units and systems that meet the established requirements and standards, continuously updating the list.

Establishes the Energy Commission Equipment List Subaccount within the Energy Resources Programs Account to receive reasonable fees from manufacturers requesting evaluation, with collected fees continuously appropriated to cover program costs.
