• Revises correctional pharmacy regulations to allow pharmacies to operate outside correctional facilities and updates policies to reference the California Correctional Health Care Services Health Care Department Operations Manual.

• Prohibits postsecondary educational institutions from inquiring about prospective students' criminal history during initial application and admissions process, except for professional degree and law enforcement training programs.

• Authorizes judges to offer misdemeanor diversion to defendants over prosecuting attorney objection, with diversion periods up to 24 months and dismissal upon successful completion.

• Accelerates implementation dates for firearm precursor part vendor licensing and regulations from 2023-2025 to April 1, 2022 and July 1, 2022, requiring electronic approval of purchases and vendor record-keeping.

• Modifies elderly parole program eligibility from age 60 with 25 years served to age 50 with 20 years served; changes terminal illness standard from 6 months to 12 months for sentence recall; and establishes 2-3 year parole terms for persons released from state prison on or after July 1, 2020.
