Cities and counties with populations greater than 330,000 must establish safe parking programs providing parking locations and options for individuals and families living in vehicles by June 1, 2022.

Safe parking programs must provide bathroom facilities, onsite security, an application or enrollment process with optional background checks, and rules and regulations for participants.

Cities and counties with populations greater than 330,000 that already have a safe parking program administered by a nongovernmental entity meeting or exceeding these requirements are exempt from establishing their own program.

Cities and counties are encouraged to coordinate with nonprofits and social service agencies to provide resources leading to permanent housing for program participants.

Cities and counties establishing safe parking programs have civil liability immunity for employees' good faith acts or omissions, except in cases of gross negligence, intentional misconduct, or violations of law; these provisions expire June 1, 2027.
