Abolishes the Dispensing Opticians Fund on July 1, 2022, requiring all remaining moneys to be transferred to the Optometry Fund before that date.

Establishes "mobile optometric offices" as trailers, vans, or transportation vehicles providing optometry services, limited to ownership by tax-exempt nonprofits that serve patients regardless of ability to pay and only accept Medi-Cal payments.

Requires mobile optometric office owners and operators to register with the State Board of Optometry, provide quarterly reports, maintain records, and furnish patients with prescribed consumer notices by January 1, 2022.

Prohibits the board from enforcing affiliation requirements with approved California optometry schools for remote optometric services before January 1, 2022, and repeals all mobile optometric office provisions on July 1, 2024.

Takes effect immediately as an urgency statute and requires the board to adopt regulations establishing a mobile optometric office registry with fees not exceeding administrative costs.
