• Suspends fare revenue ratio penalties for transit operators during 2019–20 and 2020–21 fiscal years to provide relief during the pandemic.

• Allocates State Transit Assistance funds for 2020–21 and 2021–22 fiscal years based on individual operator ratios from the August 2020 transmittal memo rather than standard formulas.

• Exempts transit operators from efficiency standards for 2020–21 and 2021–22 fiscal years, allowing use of State Transit Assistance funds for either operating or capital purposes.

• Requires aircraft jet fuel retailers to file quarterly information returns beginning January 1, 2020, with $5,000 penalties for failure to file or inaccurate filings; exempts penalties for reasonable cause.

• Delays the High-Speed Rail Authority's 2020 business plan deadline to December 15, 2020, requires peer review of plan updates, and eliminates the 2021 project update report requirement; appropriates $1.7 million to the Department of Motor Vehicles for vehicle registration system interface development.
