Requires county mental health plans and Medi-Cal managed care plans to submit disputes to the State Department of Health Care Services if unable to resolve within 15 business days of initiating the dispute resolution process.

Department must issue a written decision within 30 calendar days from receipt of the resolution request by either the county mental health plan or the Medi-Cal plan.

Prohibits disputes between the two plans from delaying the provision of medically necessary services during the resolution process.

Requires both plans to comply with existing regulations (Section 1850.525 of Title 9 of the California Code of Regulations) while disputes are pending.
