Requires the California Office of Emergency Services to conduct a study on the feasibility of developing a statewide system enabling Californians to voluntarily provide health and safety information accessible to first responders during 911 calls, with encryption and confidentiality protections.

Specifies that the study must examine information confidentiality, user confirmation mechanisms, and integration with existing public safety communication networks to maximize efficiency and minimize costs.

Directs the office to determine annual funding estimates necessary to plan, test, implement, operate, and maintain the proposed statewide system.

Requires submission of the study results and funding estimates in a report to the Legislature, State 911 Advisory Board, and the public by January 1, 2021.
