Amends the Marine Invasive Species Act to add a definition of "land" and revise the coastal boundaries of the "Pacific Coast Region" to include areas east of 154 degrees W longitude and north of 20 degrees N latitude.

Requires vessel masters to document safety reasons for not conducting ballast water management practices in the ballast water log, notify the State Lands Commission of such determinations, and provide copies of related log entries upon request.

Changes the final ballast water discharge performance standard deadline from January 1, 2030, to January 1, 2040, and requires compliance with federal ballast water discharge standards under Title 33 of the Code of Federal Regulations.

Establishes requirements for the advisory panel to make public recommendations on performance standards, hold open meetings, and provide at least 10 days' notice of meetings with agenda and contact information.

Authorizes the State Lands Commission to take samples of ballast water, sediment, and biofouling from arriving vessels for research purposes and requires the commission to consult with the U.S. Environmental Protection Agency on pilot programs for ballast water and biofouling management.
