Requires the California Department of Tax and Fee Administration to review state fair gross receipts for errors and report adjusted amounts to the Department of Finance for determining fair funding allocations.

Authorizes the Secretary of Food and Agriculture to adopt fees covering the Department's reasonable regulatory costs for administering and enforcing laws governing confinement of farm animals under Proposition 12.

Reduces authorized bond indebtedness from the Earthquake Safety and Public Buildings Rehabilitation Bond Act of 1990 to $292,510,000 and the Water Conservation Bond Law of 1988 to $54,765,000.

Establishes the Good Neighbor Authority Fund to support state departments and agencies in undertaking forest health and fuels reduction projects on federal lands through cooperative agreements with the federal government.

Authorizes the State Water Resources Control Board to issue water quality certifications before environmental review completion if necessary to avoid waiver of federal certification authority, and requires fees for conditional temporary permits to include costs incurred by the Department of Fish and Wildlife.
