Requires the California State University Board of Trustees to include proposed executive compensation increases as an informational item on meeting agendas with specific details about funding and rationale before a public vote at the next consecutive quarterly meeting.

Prohibits executive compensation increases in any year in which tuition is increased.

Mandates each CSU campus to annually prepare a comparison of budgeted versus actual spending and a summary report of state appropriations expenditures, submitting 2 years of reports to the chancellor's office by January 15, 2022, then biennially thereafter.

Requires the chancellor's office to compile campus reports into a systemwide report and submit it to the Legislature and Department of Finance by March 31, 2022, then biennially thereafter.

Applies compensation restrictions to the Chancellor, campus presidents, vice chancellors, treasurer, assistant treasurer, general counsel, and trustees' secretary.
