Effective January 1, 2030, cities with populations of 50,000 or more cannot appoint members to nonsalaried, nonelected boards or commissions with 5+ members such that any single gender identity comprises more than 60% of membership.

Boards or commissions with 4 or fewer nonsalaried, nonelected members cannot be composed exclusively of people with the same gender identity.

Exempts boards or commissions whose primary purpose is addressing issues relevant to a particular gender identity.

Defines "gender identity" as the gender or absence of gender with which a board or commission member self-identifies, without regard to assigned sex at birth.

Applies to all cities, including charter cities, and authorizes state reimbursement if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies.
