Expands workers' compensation benefits for firefighters injured during fire-suppression, rescue, or life/property protection operations to include incidents occurring outside California, in addition to within the state.

Applies to both state firefighters (Section 3600.1) and local/private firefighters (Section 3600.4) who are not acting under immediate employer direction at the time of injury.

Establishes January 1, 2020 as the official date of injury for workers' compensation claims filed by firefighters injured during the October 1, 2017 mass shooting in Las Vegas, Nevada, extending the filing deadline for those claims.

Maintains existing exemptions preventing benefits extension when firefighters are acting for compensation from another entity or when departmental regulations expressly prohibit the activity causing injury.

Updates statutory language to use gender-neutral pronouns and clarify that protections apply when firefighters are performing duties within or outside state jurisdiction.
