Requires each schoolbus, school pupil activity bus, youth bus, and child care motor vehicle to be equipped with an internal video system.

Requires each schoolbus equipped with a stop signal arm to be equipped with an external video system.

Mandates school officials to monitor video systems and notify local law enforcement if they observe violations of traffic laws related to passing stopped schoolbuses (Section 22454).

Expresses legislative intent that school districts receive a portion of fines recovered from violations identified through schoolbus external video systems.

Provides that if the Commission on State Mandates determines this bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
