• Sets maximum Cal Grant A and B awards at $9,084 for students attending independent institutions of higher education for the 2020–21 award year, with future years conditional on transfer student enrollment targets.

• Suspends the California Dreamer Service Incentive Grant Program for 2019–20 and 2020–21 fiscal years and redirects $15,000,000 in funds to provide disaster relief emergency student financial aid to undocumented students and Dream Act-eligible students across UC, CSU, and community colleges.

• Authorizes Golden State Teacher Grant Program to provide grants of up to $20,000 (rather than fixed $20,000 amount) and extends fund availability to June 30, 2023, with 25 percent repayment obligation instead of $5,000 annual repayment.

• Adjusts Middle Class Scholarship Program appropriations by decreasing 2018–19 funding from $107,037,000 to $104,345,000 and increasing 2019–20 funding to $117,000,000.

• Requires community college districts to support or establish on-campus food pantries or regular food distributions as a condition of receiving Student Equity and Achievement Program funds and defers $1,453,243,000 in community college apportionments across fiscal year 2020–21 with provisions for early payment to districts in financial hardship.
