Establishes a statewide Restaurant Meals Program (RMP) allowing CalFresh recipients who are homeless, elderly, or disabled to purchase prepared meals at authorized restaurants, with implementation required by September 1, 2020.

Requires the Department of Social Services to design the EBT system to automatically allow eligible CalFresh recipients to use benefits at all approved RMP restaurants upon card issuance.

Permits California State University and California Community Colleges food facilities to participate in CalFresh RMP through statewide memoranda of understanding to address food insecurity among college students.

Defines participating restaurants to include on-campus food facilities, eat-in establishments, grocery store delicatessens, and takeaway-only restaurants, provided they maintain public health licenses and comply with all health and safety laws.

Allows counties to determine the number, type, and location of participating restaurants based on administrative capacity and other factors while maintaining compliance with federal law requirements.
