Allows counties to renew the 12-month indigence exception period for additional 12-month periods for sponsored noncitizens receiving CalWORKs benefits, rather than limiting the exception to a single 12-month period.

Requires the Department of Social Services to begin implementation once the California Statewide Automated Welfare System can perform the necessary automation, with the department notifying the Legislature of this capability.

Permits the department to implement the provision through all-county letters or similar instructions before formal regulations are adopted, with regulations required no later than 24 months after release of the instructions.

Specifies that no appropriation from the General Fund shall be made to implement this act, and provides for reimbursement of any state-mandated local program costs through the Commission on State Mandates process.
