Authorizes school districts, county offices of education, and charter schools to consider the expanded core curriculum (ECC) when developing individualized education programs for pupils who are blind, have low vision, or are visually impaired.

Defines the expanded core curriculum to include nine skill areas: compensatory skills such as braille, orientation and mobility, social interaction, career technical education, assistive technology, independent living skills, recreation and leisure, self-determination, and sensory efficiency.

Permits ECC services to be provided before or after school hours when appropriate to ensure pupils receive adequate services.

Requires orientation and mobility evaluations to be conducted by appropriately certified specialists in familiar and unfamiliar environments, varying lighting conditions, and in home, school, and community settings as appropriate.

Prohibits local educational agencies from imposing limitations that prevent or restrict pupils from receiving orientation and mobility instruction in home, school, or community settings, though agencies may require annual written parental consent for services outside regular school hours or off-site.
