Authorizes the Santa Clara Valley Open-Space Authority to establish and administer the Coyote Valley Conservation Program to address resource and recreational goals in a 17,200-acre area in southern Santa Clara County.

Grants the authority power to acquire and dispose of real property interests, undertake site improvements, provide technical assistance to landowners, and enhance wildlife connectivity across highways and other barriers.

Requires developers proposing projects that convert natural or working lands in Coyote Valley for non-agricultural purposes to notify the authority, which may provide environmental analysis of the proposed projects.

Mandates that Coyote Valley be acknowledged as an area of statewide significance in local planning documents developed or updated on or after January 1, 2020.

Establishes state reimbursement procedures for any costs mandated to local agencies and school districts under the bill, per Government Code Part 7.
