Allocates 25 of 48 remaining judgeships to county superior courts effective in the 2019-20 fiscal year, reducing the total judgeships yet to be allocated to 23.

Concludes trial courts' authority to carry over 1% of unexpended operating funds on June 30, 2019, and authorizes 3% carryover beginning June 30, 2020, excluding specified revenues from the calculation.

Appropriates $5,514,000 from the General Fund to the Judicial Council for technology solutions related to business intelligence and data analytics, available for encumbrance or expenditure until June 30, 2021.

Takes effect immediately as a bill providing appropriations related to the Budget Bill.
